XML schema namespace

Update the XML schema namespace to point to the location of the XSD in this GitHub repository.

The location of the schema is specified in an XML document that uses it, not in the schema itself. To perform validation, the attribute schemaLocation may be specified. It should point to the XSD in this project at https://github.com/FIXTradingCommunity/fix-simple-binary-encoding/blob/master/v1-0-RC4/resources/SimpleBinary1-0.xsd

To do: update examples in section 7 with this attribute in correct format, which is:

A value of the xsi:schemaLocation attribute is a pair (or pairs) of URI references consisting of a namespace name and a location of an XML Schema. Note that a pair of URI references is only a hint for XML Schema processors, which may use alternative XML Schemas indicated by other names.
