Rendering order inside Grid/ListView

Use case

I'd like to be able to change the drawing order of children in a GridView. Right now they are drawn in the order they appear in the children list. If they overlap there is no way to control how they overlap.

Proposal

Add rendering order for child indexes, something like CSS's "z-index".

This is one the major features ( coming from other frameworks/native platforms ) thats missing in flutter. Web, iOS, and Android all have the ability to modify the z-index of a container. Flutter's material widget also doesn't follow the material spec in this regard ( https://material.io/design/environment/elevation.html#elevation-in-material-design ).

Changing elevation should modify the z index of a widget, allowing you to display a widget that gets rendered first in front of widgets rendered later on. Elevation as defined in the material spec: 'Elevation is the relative distance between two surfaces along the z-axis." Right now, flutter simply uses elevation to add in shadows and it doesn't modify the z-index of the widget.
Elevation should allow ( as defined in the material spec ) a widget to: "Allow surfaces to move in front of and behind other surfaces, such as content scrolling behind app bars".

There isn't really a way to do this in flutter, other than going through the whole process of creating an Overlay, which in situations like the one above, is more complicated than it should be figuring most other platforms allow you to easily do this with modifying the z-index.
