Avoid reading clipboard without authorization when use textfield on Xiaomi MIUI 12

When using any textfield flutter seems to read the clipboard itself, I think it is necessary to read the clipboard only when the user click "Paste Text" it

I cannot reproduce the issue on Xiaomi Redmi 5 Plus Mi UI 11 (Android 8) and on Android Emulator with Android 11. Flutter app does not ask for clipboard permission when the app starts nor while copy/pasting content.

Maybe it is related to this specific device? For anyone having Xiaomi M2011K2C who can reproduce the issue please share your feedback here.

EditableText checks if there is any pasteable text on the clipboard in order to decide whether or not to show the "Paste" button in the text selection toolbar.

We faced a similar problem with iOS 14 in #60145. iOS has a hasStrings method that allows us to check if the clipboard on it without actually reading what it is.

Is there any way for us to check if the clipboard has pasteable content on miui 12.5 without triggering this warning? If not, maybe we could detect this device and disable the hiding/showing of the Paste button? Though we try to avoid device-specific behavior in Flutter.

I could be wrong but, are we currently making usage of https://developer.android.com/reference/android/content/ClipboardManager#hasPrimaryClip()? still not sure if on MI UI 12 we are allowed to call this method without permission.
