Reason for reverting: Again failing out because pkg-config is not present on the host machine.

This change reverts the following previous change:
reland of #173059

Unfortunately we don't have the ability to test the changes on the autoroller bots beforehand, so we have to resort to landing new attempts.

changes since last revert

• Removed usage of et. That was doing a gn desc call which forced GN to look for x11 for glfw which relies on pkg-config which doesn't exist on those machines.
