This PR is to port the Existing site of fortran-lang.org to sphinx.
This GSoC’22 project is done by Henil Shalin Panchal under the Guidance of GSoC mentors Sebastian Ehlert @awvwgk and Rohit Goswami @HaoZeke .I request all the members of the organisation fortran-lang https://github.com/orgs/fortran-lang/teams/admins https://github.com/fortran-lang please review this PR and add suggestions and comments on this PR.

This PR Fixes the Following Issues :

  • added pr preview banner for preview builds. (independent of the pydata theme version).
  • added documentation for pre-commit hooks.
  • locked the dependency versions of packages.
  • Formated the html templates.
  • resolved the date error in newsletter of june 2022.
  • enabled build of all translations for build preview
  • resolved button text translated removes all the button properties #29 (for index page)
  • added dependabot for requirements.txt
  • updated translations
