0.15.104 (2026-11-05)

Features

• spend: a budget reserves a call's largest cost in a spend meter and settles it at what it cost (6ecb4f1)

Bug Fixes

• spend: a free call holds nothing, every budget counts a cost a cap function throws on, and a limit function's check is not the reservation's (f7e1377)
• spend: a meter's refusal reaches every budget naming it, a refused call frees its holds, and a charge that throws still settles (30b8390)
