Upgrade notes
- The QUIC transport work stays off by default. With default settings no node opens a QUIC endpoint. This is the first release that can negotiate a QUIC path if an operator opts in with
transport-quic = "shadow"; in shadow all traffic stays on UDP. - A node with QUIC off now answers an upgrade Offer with a rate-limited Decline.
- Transport telemetry gains
quic_*counters, which read zero with QUIC off.
