Update the USB backends to published driver releases using nusb 0.2.9:
- uhd-rs 0.1.4
- hackrf-nusb 0.4.1
- hydrasdr-rs 0.5.1
- plutosdr-rs 0.3.1
- rtlsdr-nusb 0.3.1
libbladerf-rs remains at 0.6.1 and resolves to the same nusb 0.2.9 dependency.
Expose Error::requires_usb_permission() so applications can recognize a recoverable WebUSB permission request after firmware re-enumeration.
Allow synchronous and asynchronous UHD reads to combine already completed receive packets into larger caller buffers. Clarify that the RX MTU describes one transport unit and does not cap a batched read.
