citable 0.4.0: the hosted tier runner

citable hosted run: the paid tier with no server. Polls Polar for active subscriptions (sites, prompts and brand from the checkout custom fields), checks every site, runs the prompt tracking weekly, keeps one state file per subscriber, and emails through Resend: a first report within the hour of paying, an alert the moment something regresses, a weekly digest otherwise. --dry-run prints instead of sending; --subscribers=file.json runs without Polar (agencies, your own clients); citable hosted launchd prints the hourly launchd job.
