3.11 release items

Last month we check in on 3.11 and there were 10 open issues at the time.

• Two WFS issues remain https://github.com/geomoose/gm3/issues/542 and https://github.com/geomoose/gm3/issues/772 (Testing is fairly manual on these.)
• Lots of discussion on https://github.com/geomoose/gm3/issues/588 and related UX issues. Please discuss and offer mockup in that issue.

Item 2

Docker Hub issue doesn't directly impact GeoMoose. Tangentially impacts GeoMoose through MapServer. Also, QGIS was able to join the Open Source Program.
