The permissions editor on a user, a new user and an invitation locks the Allowed toggle on any permission you can't grant because your own account doesn't have it, with a short note saying why. A permission the user already has stays switchable, and Denied and Not set always work. Super admins see no change. Needs API 1.1.12; with an older API every toggle stays open
Bugfix
A user manager who isn't a super admin can save a user again. The save sent the user's groups, which only a super admin may change, so the API refused the whole thing
