• A plugin:skill — and a bare name that falls through to a plugin — resolves
  only from a plugin Claude Code actually loads: one turned on in
  enabledPlugins. An installed marketplace plugin is off until a settings
  file enables it, so briefing could previously brief a skill from a disabled
  plugin — context Claude Code itself would never load, the exact divergence
  this plugin exists to prevent. Resolution is now gated on the merged
  enabledPlugins map (user, then project, then project-local; higher wins per
  key). --settings and managed settings are beyond a hook's reach and read as
  absent.
