ghul add (#160)

Enhancements:

• ghul add depends on the newest release of a library,
  writing ^newest into the manifest and moving the pin when run again

Technical:

• The Jupyter kernel asks for the managed compiler by name, and the
  compiler-choice lint covers jupyter/src
