Concurrent compiler installs settle on one newest version (#162)

Bugs fixed:

• Concurrent compiler installs could leave two versions in the store
  when the feed answered them differently

Technical:

• The lock holder records its resolved newest version in .newest for 30
  seconds; concurrent installers adopt it
• The installed line names the version actually held
