Moves the "CodeQL for Go" library overview into this repo with the rest of the documentation. (See https://github.com/github/semmle-docs/issues/51.) I've left the images and dot files alongside the text so they're easier to keep up to date.
Once this PR is merged, I'll raise a PR against https://github.com/github/codeql-go/ to remove the docs there.
The content has already been reviewed, and the only changes I've made are to bring it in line with the other "CodeQL for XXX" topics, such as adding an intro and a further reading section.
