Add GOVERNANCE.md as default community health file #24939

There is a lot of work around sustainability these days, and one key need for open source participants and users is understanding how the many FOSS components they use are governed. Adopting this common file name (already in use in some places) as one of the default community health files can help encourage new projects and organizations to think about governance up front, rather than tacking it on later if they get popular.
