Glow seems to be broken (regression from 772485c) #9797

Operating system or device - Godot version:
Fedora, NVidia GTX900 series, Propietary drivers, Godot version cf286ed

Issue description:

Enabling glow on 3d scene causes some weird environment tinting artifacts

Steps to reproduce:
Just enable glow, in your environment.

Can confirm, issue comes with 772485c.
However, before that commit, glow option makes this artifact (image by kubecz3k)

aparently glow works when DOF is enabled

@reduz im not sure if it was working before under the same conditions.
