go.tools/cmd/vet: go install - permission denied

vet is now in an external repository, so I think it should be
installed like any other tool in the $GOPATH/bin
directory.

In one case it somehow trashed the go1.1 installation,
and (obviously) without the permission to the go directory it gives:

go install code.google.com/p/go.tools/cmd/vet: open /opt/go/pkg/tool/linux_arm/vet:
permission denied

Comment 1:

when Go 1.2 is released, the binary distributions will contain
precompiled vet tool.
and you'd better not install Go tip into a readonly directory as
tip is continuously changing.
perhaps we should install vet at make.bash time (but that will
require internet connection at build time, not something i like)
