dashboard: include build failure URL in emails

Andrew,

The build failure emails (generated by a script from Russ) just say "This CL
appears to have broken the linux-amd64 builder." but don't include a URL of the
breakage.

Russ's script needs to get a URL from the failure ping that the builder sends.

Could you include that URL in your pings and then pass this bug over to Russ?
