Config change to count invocations of the goimports command.

The purpose of this change is to see if users are invoking goimports from the command line, rather than using the equivalent functionality through gopls. We did a lot of work to optimize the imports scan in gopls, including adding a new module cache index, and this telemetry will inform whether we should prioritize integrating any of this work into the goimports command line interface.
