Clearer error message when using the '~' operator on gc.

What steps will reproduce the problem?
1. Try to compile a program containing the illegal operator '~' using gc.

What is the expected output?
Either "Illegal operator '~'", or "The binary complement operator is
'^'".

What do you see instead?
"the OCOM operator is ^"

Which revision are you using?  (hg identify)
