In PostgreSQL interface, https://cloud.google.com/spanner/docs/reference/postgresql/lexical#case-sensitivity
Unquoted Identifier -> Lower case
Quoted Identifier -> Case preserved.
We need to make sure JDBC returns the correct configuration for PostgreSQL database.
