Example of problem: if type something like qoute (> ) or list markup (- , 1. , etc.) at start of the heading, heading will be wrapped in the selected block. This is non-obvious behavior, and users won't expect it.

Solution: allow wrapping input rules only in default text blocks (paragraph).

If type > at the beginning of a heading, entered text will remain as is and heading will not be wrapped.
However, if you enter #### at the beginning of a heading, its level will change according to the characters entered.
