• breaking, config: Mint uids for identity and name slots locally (#36). project_id is a minted uid rather than a slug, plan_uid is renamed to plan_id, and a peer row's uid key is renamed to plan_id. An adopter mints both identities with wipctl attach --mint-uid, updates every peer row to the new key and value, and reattaches each plan so the machine mints a slot name for it.
