Allow cell overflow "tooltip" for cell type "markdown"

Based on the discussion Markdown cell type and cell overflow "tooltip" cell type markdown currently only supports cell overlfow wrap but not tooltip (as of wave 0.23.1). The latter would be nice to have.

Should be a fairly simple implementation here. The wrapper component will most likely need to be made more generic and not accept only plain strings.
