CreateNetworkandDestroyNetworkfunctions were incorrect inplugins/drivers/client.goanddrivers/mock/driver.goand therefore not fulfilling theDriverNetworkManagerinterface.I've also added assertions to catch drifts at compilation time.
This was making it impossible to implement
CreateNetworkandDestroyNetworkin custom driver plugins.As far as I can tell this was broken by #11173.
