Bumps the minimum Go module to 1.23.0 to allow for all patch versions in 1.23. Toolchain is using the latest 1.23.7
This PR contains a couple dependency bumps for various Go std library updates which were recently bumped to Go 1.23 🙂
This PR also updates the changelogs to prepare for an alpha release,
v0.19.0-alpha.1by moving the stable release changelogs to a subfolder, duplicating the Go version changelog, and adding a new one just for the alpha release.
