I was pointed here, that haddock supports @since annotation. Could it have package prefix, possibly optionally if documented/exported thing is defined in the same package.

Are you suggesting to allow to write e.g. @since base-4.8.0.0 ? If so, I don't think that's useful. The benefit of Haddock having direct support for a @since annotation is so that Haddock can do some clever things on its own, like e.g.:

• adding a pkgname prefix for re-exported @since annotations originating from a different package, as well as
• hierarchically inherit @since annotations to sub-items not carrying an explicit @since annotation (unless they originate from a different module). E.g.
  • Defining @since at the module level, implicitly gives a default @since for each symbol exported from that module that doesn't have an explicit @since
  • Defining a @since at the class level provides a default @since for its methods.
  • etc.

I suggest that haddock would render @since 4.8.0.0 definitions as Since base-4.8.0.0 (everywhere, or just outside the base package)

Your second bullet point is nice idea too!
