Make folder for datasets configurable

Making `xyzspaces.datasets.get_countries_data()` etc. configurable such that these functions can search and/or save from/to specific folder/file would make them more testable... ATM it's kind of hard to test if saving a dataset locally failed because of a write permission issue.
