Allow redis cache key prefix from context.

We have a storage system that uses different storage buckets depending on the repository. This is all controlled outside of docker/distribution. Enabling the redis cache causes problems due to the `blobs::digest` keys being shared between different buckets. Allowing a request-level cache key prefix allows us to segregate and match the underlying storage layer logic.
