Store offset for use in proxy registry push flow

Store the offset found in `_state` during resume, so that proxy registry can use that same offset when returning the upload reference. This will allow validation to occur in the desintation registry instead of the one acting as a proxy.

Allow redis cache key prefix from context.

We have a storage system that uses different storage buckets depending on the repository. This is all controlled outside of docker/distribution. Enabling the redis cache causes problems due to the `blobs::digest` keys being shared between different buckets. Allowing a request-level cache key prefix allows us to segregate and match the underlying storage layer logic.
