1.11 — 2026-11-04
- Version line set to Public Release v1.11. The citation date is 2026-11-04.
- VII.58 records the payers of an external seat on the open ledger. A payer is not custody. The room does not bar a signature and does not add a recusal.
- B.1 records that eight departments in I. Carta is deliberate. I. Carta is unchanged.
- VII.61 is unchanged. QAT stays unexpanded. The Grace Period stays N+1.
VII.58
The room now writes the payer list on the open ledger. A payer is not custody, and the room does not bar a signature.
Before
PACTUM: Two external seats fed by one purse are not two seats.
CODEX: VII.53 already voids one entity in two external seats, and it already counts custody. An external seat publishes its payers each SMW. A payer who funds two external seats, or who supplies the majority of the published budget of two seats, is one custody for those two seats. They do not both sign the same gate. The seats are not abolished. They are not independent of each other on that gate. A seat that hides its payers does not sign until it publishes. This room does not amend the independence checklist. It applies the custody prong to the purse.
LEX 1AX: Payers of external seats are published each SMW.
LEX 2AX: One majority purse does not sign twice on the same gate.
After
PACTUM: A purse is not a key. Funding is disclosed and written down. It is not custody, and it is not a bar on a signature.
CODEX: Under VII.53, custody is the holder of a seal or a key, or the operator who holds that custody. A payer is not that holder. A person who funds two external seats is not, by that funding, one custody, and is not, by that funding, one entity in two seats. This room does not amend the independence checklist. It does not add a bar on who may sign, and it does not add a recusal.
Each external seat discloses its payers each SMW. The disclosure is written on the open ledger VII.31 already keeps, beside office pay when the Node is the payer, and as the declared list when the payer is outside. A reader of that ledger can see a concentration of funding. Review of the line is the audit the file already has, including VII.20 and VII.22. Recusal remains only where a room already requires it, including a judge of his own case under VII.51 and an arbitrator paid by a party to that case under VIII.31. A missing disclosure is a blank on that line. It is not a void signature. Hidden public spend of the Node's own joules remains VII.31, and nothing in this room widens that charge to an outside purse.
LEX 1AX: Payers of external seats are disclosed each SMW and written on the open ledger.
LEX 2AX: A purse is not custody. This room does not bar a signature and does not add a recusal.

Sapiens Novus — Constitutio Intermundia v1.0 (Public Release)
Public Release. The file calls this a refined public release of internal v1.26. The full instrument was added as sapiens-novus.md; the glossary entry JI carried a doubled backslash that rendered as a visible backslash, and it now uses the same escape as the VCI formula so the name renders as E_net, with no word changed.
