Temporary workaround to mitigate the ongoing failures of Ansible 2.9.12 and 2.10.0 as documented in #2481.
Effectively this installs Ansible 2.9.6 on all OS's, for now, allowing IIAB installs to proceed on RaspiOS and hopefully on Debian too.
This patch should go away very shortly in coming weeks, when Ansible 2.9.13 and 2.10.1 are released, which should solve the upstream problem.
