The rest of what a consuming agent reported on 0.13.0 (DOC-0007). A fragment cut into a release by mistake no longer needs git to undo: changelog release VERSION --amend --drop CHG-… moves it back to unreleased/, and --amend refuses the --fragments it used to accept and ignore. A doctor report past fifty warnings ends by naming --accept-baseline and --new. The Bash detector no longer calls a change "most likely yours" when the claim belongs to a hand-typed --actor that no session signals as, and ledger lines written by a subagent now name it. And a move to review says which acceptance criteria it leaves unchecked, without refusing it.
