Changed
- GitHub Release pages open with a scannable summary. The release body
used to be the CHANGELOG section pasted in whole, so a release like 0.17.0
read as pages of prose.scripts/release_notes.shnow prints each
### Added/### Changed/### Fixedgroup as one line per entry,
holding only the entry's bold lead, and folds the full CHANGELOG text under
a closed "Full changelog" disclosure beneath it. Coverage and the commit
list follow as before. The CHANGELOG file itself is unchanged; the summary
is derived from the bold lead each entry already starts with, and an entry
without one is summarised by its first line.make release-notes TAG=vX.Y.Zpreviews the new shape.
