NeckCord v1.0.0 — 4-Byte Cervical Bottleneck & Self-Healing VNC Motor/Thruster Cord

Initial v1.0.0 release of NeckCord (Product #5 in the NeckLink fruit-fly brain suite). Includes Python SDK (pip install neckcord), 4-byte CRC-4 descending cervical command codec (400 B/s @ 100 Hz), SegmentalCPGCord (100% hexapod single-leg jam CoM stability), ShuntingThrusterCord (42 ms weed-fouling isolation, 5.1x lower USV spin-out), and zero-heap/zero-float ANSI C99 MCU core (304 B RAM).
