This PR introduces dynamic RTS flags setting via {STATE_DIR}/config.json through the {network}-RTS-FLAGS key.

Updated Info

The scope of this PR is to implement an option in Tool Bar to run Daedalus with applied "-c" RTS Flag as it would reduce RAM usage and lead to a better user experience.

Acceptance Criteria :

RTS Flags Mode is enabled automatically based on "PC Spec Check". Once RTS Flags Mode first time enabled (either manual or automatically) "auto enabling" is disabled.
(TBD in upcoming releases) New info is displayed in Diagnostic screen under System Info section :
a. Recommended system requirements status : Good ( 16gb RAM or higher ) / Low ( Under 16gb RAM )
b. RTS Flags Mode Status : On / Off
New menu in tool bar is created allowing users to Activate / Deactivate the RTS Flags Mode.
New Dialogs are created informing users about "RTS Flags Mode and allowing to confirm the Activation / Deactivation.
~~5. Daedalus is restarted after user confirms Activation / Deactivation~~
Daedalus is storing the state of the RTS Flags mode until it is Activated / Deactivated manually.
