Clean stale binary tree; README points to Releases (Velopack)

The git tree held a frozen pre-Velopack build that could be cloned by mistake.
Distribution is now via GitHub Releases (Setup.exe + Velopack feed), so replace
the tree with a README that explains install + auto-update.
