TinyCBOR release 7.1

This is a patch (bugfix) release of TinyCBOR v7. No new features have been added.

Important changes

• json2cbor tool is now installed (by @florolf in #321)
• fixed build with GCC < 11 (by @florolf in #322)
• fixed incorrect dependency on C++ compiler for main build (by @florolf in #323)
• fixed compatibility with C23's strchr() (by @suda-morris in #335)

• CBOR-to-JSON: fixed validation of UTF-8 content (by @thiagomacieira in #332)
