[bug]: Use All doesn't update the HRF toggle, and doesn't remove concepts that are not part of the generation #6210

What happened
- Turn on HRF, press Use All on an image that didn't use HRF. The HRF toggle is still on.
- Add a concept, press Use All on an image that didn't use that concept. That concept is still loaded.
Concepts seem to be only updated by Use All when the image has a concept to begin with.
