Add London Underground Plaform Codes

Additional codes sometimes used for London Underground stations.

Also fixed some switched-around Lat/Lng coordinates in naptan_missing

Redo TIPLOCS

1. tiploc data file had naptans instead of tiploc
2. missing tiploc file was same as main naptan file
3. updated agency with new FOC
4. made name of variable inside RDA file match the filename - otherwise can load into unexpected variable
