feat: migrate from TypeBox to arktype for schema definitions

- Updated the provision schema to use arktype for type validation.
- Refactored IPA schema to align with new arktype definitions.
- Adjusted types and interfaces accordingly in types.ts and util.ts.

- Added new documentation files for schema_ipa and schema_provision.
