chore: update schema_provision to use iso string for date fields

- Changed CreationDate and ExpirationDate types in schema_provision from Date to string.date.iso.
- Updated the schema_provision documentation to reflect the new types.
- Adjusted the _format_ipa_info function to convert CreationDate and ExpirationDate to ISO string format.
- Bumped version to 3.1.0 in package.json.
