Sentinel CLI v4.2.0

Adds the sentinel-cicd-guard and sentinel-disclosure-dossier agent skills, clarifies that CLI scans run when invoked and may be scheduled through user-configured CI, and aligns package metadata with the sntnl-cli package. The previous untagged skills commit is included.
