This cycle changed public API in a few places, so bump the minor
version:

- `list_signals` takes a compiled `SignalMatcher` instead of a pattern
  string
- MCP `name_pattern` is now `pattern` (old name still accepted) and
  `match_mode` is a typed enum
- CLI replaces `--pattern` with `--contains`/`--glob`/`--regex`, `-h`
  now means help, and reopening an open waveform id is an error unless
  `--overwrite` is given
