Is the source of the Jitpack tool available somewhere?

I'd like to know how Jitpack determines

what build tool to use (Gradle, Maven, Ivy…)
what version of Java JDK to use
in case of Gradle, what version of Gradle to use

Also, is there a Matrix room/space for Jitpack?
