This commit fixes the file permissions to be more sane. - `mysqltuner.pl` is now executable. - Other files that are not scripts are no longer executable. This addresses issue major#836.

This PR corrects the file permissions, making
mysqltuner.plexecutable and removing the executable bit from other files that should not have it.
