Safety boundaries

• Mutating commands default to dry-run and require explicit apply acknowledgements plus new report directories.
• Requests are narrowly scoped, journal pending intent before mutation, are not automatically retried, and surface ambiguous ownership for read-only reconciliation.
• Email Template operations require stricter package integrity and ownership evidence; no general overwrite, upsert, cascade delete, cross-family mutation, or implicit send is provided.
• Publish and unpublish are limited to exact Email lifecycle transitions and preserve content bodies.

Validation

• Zero-warning lint, TypeScript build, full tests, package validation, registry-only lockfile check, packed-consumer acceptance, and installed packed-command contract tests passed locally.
