Checked on an iPhone 18 Pro (a two-turn chat and four failure paths) and on macOS.

Fixes SwiftPM consumption as a remote dependency: removed the unsafe -all_load linker flag (a no-op for the dynamic LiteRT-LM binaries) that caused swift package resolve to fail with "contains unsafe build flags" when depending on this package from another package.
