Modifies
test_model_UpperBoundAlreadySetto match the implementation oftest_model_LowerBoundAlreadySet. In particular, fixes potential errors for solvers that do not supportMOI.deleteby mirroring the requirement
@requires _supports(config, MOI.delete)as in the lower bound test.
